What is the Korean government for?

I am a citizen in Korea. But there was a big scandal which has disappointed the students who has studied to be a diplomat. The daughter of the foreign minister was employed by invisible hand. Few days ago it was revealed with other candidates who had been answering the question of congress. The funniest thing is all of them have almost the same kind of problems. They violated the current real-estate related low and child educational regulations. How could it be possible for them to do these? But the answers are funnier. It is wrong but this is a routine. It is possible to understand it. It means that they violated the low of government but they are not too bad to work for the Korean people. Finally, the daughter of the minister resigned her job in the foreign department and then the minister did too.
This made the students who want to be a diplomat and civil server anger and this has made the general citizen lose their confidence for the president as his government did not check the qualification for the highest government work or the government does not have the qualifying system. Or The Korean government regulates its people more serious than its workers. It means that government regulates only weaker as they do not have money or power of parents.
What I want to consider is that the candidates with the daughter of minister do not have enough power to beat her politically and this scandal disappointed the sons and daughter who has tried to fight without any help. And also this gives them there no need to study harder or work harder because they do not have the father who works in government.
I want to ask the government who pay for their wage and what the government works for. But the government system has been opened all kind of illegal behaviors for its worker not for poor citizen who do not have these kind of father. Can the Korean encourage the future president of the future Korea? Or does the government system only regulate its people not its workers?
